Topic 2 - Data-based solutions for sustainable agriculture
The Department of Agricultural Services of Muğla Metropolitan Municipality is a public institution that develops holistic and sustainable approaches in agricultural production, rural development, cooperatives, food value chains, and natural resource management, based on its local government mandate, strong field presence, and practice-oriented institutional capacity. The Department adopts an integrated policy approach that considers agriculture not only as a production activity, but also in relation to environmental sustainability, climate change adaptation, social inclusion, local development, and value-added production.
Muğla Province, with its agroecological diversity, biological richness, diverse production patterns, and strong cooperative structures, constitutes a pilot region for applied agricultural projects. The Department aims to utilize this potential by combining scientific knowledge, local experience, and institutional capacity to increase producers’ income and resilience, while developing solutions aligned with European Union policy priorities.
The activities carried out include trial and demonstration fields, on-site technical support to producers, the strengthening of cooperatives, the development of processing and value-added infrastructure, laboratory capacity building, training and extension activities, and the use of data-based planning tools. Facilities such as medicinal and aromatic plants farms, truffle mushroom trial areas, local grape collection vineyards, mulberry and mastic tree orchards, and roughage production sites function as living laboratories where climate-resilient production models are tested.
Under the “We Come to Your Field” approach, producers receive one-to-one technical support on disease and pest monitoring, soil and water analyses, fertilization and irrigation planning, mechanization, and alternative crops. A value chain-based support model is implemented for cooperatives through machinery and equipment support, access to facilities, and processing, storage, branding, and marketing infrastructure. In this context, the Muğla Tarım Güç Birliği İşletme Kooperatifi operates as an umbrella cooperative enabling collective action.
Drying facilities, wine production units, distillation plants, Smart Agriculture Farm applications, analysis laboratories operated with universities, and the Muğla Province Soil Fertility Map support sustainable and data-driven agricultural planning. Biodiversity conservation through the Local Seed Center, water efficiency practices, support for livestock and beekeeping, and training activities are integral parts of this approach.
All these efforts position the Department of Agricultural Services of Muğla Metropolitan Municipality as a reliable partner for European Union-funded projects.

As of 2014, with the implementation of legal regulations, the Muğla Metropolitan Municipality was established with its boundaries defined as the provincial administrative borders and began providing services. According to the administrative structure determined by the same legal regulation, 13 district municipalities provide services within the provincial borders. Additionally, under the mentioned regulation, villages were reclassified as neighborhoods, resulting in a total of 569 neighborhoods across the province. According to 2024 Turkish Statistical Institute (TURKSTAT) data, the total population of the province is 1,081,867.
